I mean the accursed thing is death by a thousand cuts, a relentless annoyance where one single instance of it being a tiny bit annoying is not the problem, it is when you add up all the thousands of times it happens that its true power of evil comes to bear.
I mean, they don't even need to get rid of it completely, all they need to do is stop it from happening when you travel to your own bases where you have already been a thousand times before.
Edit: It is one thing i like about trading at pirate stations, because the time it takes you to run from the teleporter to the trader, is exactly enough time for this accursed message to F-off and allow you permission to talk to the trader.
