Ultimate the game is either exploration for the sake of exploration or building for the sake of building. If neither of those appeal to you then you will not have anything to do after finishing the story missions.
Depending on context "end game content" can mean "stuff you do after you finish the main quest is complete or your character has reached the level cap".
As for the end game bruhaha going on. Seems like there's a small but enthusiastic cadre of players that want to fall face down in the game and 3 minutes later be given everything on a shiny silver platter. But they're also the ones who complain of boredom, that they don't bother with the game very often and actually don't like it much. There's no hope to make them happy. For years players have asked for more depth, more quests, more lore. And endgame. HG gave it to us and of course it's not what the complainers wanted after all. LOL Kids, gotta love um.
