You cannot draw out and shape different parts as you can in Juno.
You cannot mix parts from different types of ship, so no fighter wings on an explorer for example.
They way it works is you can search for ships you like the look of and then break them down to collect one part, so say the cockpit, or the wings, or the engines etc. Once you have enough parts of a particular type of ship you can then build a new one with those parts at the class you want (depending on the reactor you plug in) and colour it more or less as you wish.
I think its designed to be an end game activity. The devs did it this way as ship hunting has been part of the game for many people for a long time. There are websites and RedIt threads dedicated to it.

Forgot to add. Currently (as of Worlds 2 update, Feb 2025) you can only build Fighters, Haulers, Explorers and Solar ships. I would guess you will never be able to build sentinel interceptors for lore reasons, or living ships as Egor does not exist in the game, even if lighting storms do. No idea why you cannot construct shuttles yet.
