HDR is broken in many ways (especially with antialiasing)
The settings for the HDR max brightness are broken, they do the opposite of what they are called. HDR 1000 caps the brightness at around 400 nits, HDR 600 is pretty much spot on and HDR 400 removes any sort of limit, the sun usually reaches up to 9000 nits and of course blows up some highlights. I usually play with HDR 400 and then adjust the max brightness with ilium's HDR tonemap (using reshade), this allows to precisely set my monitor's max brightness and bright highlights are displayed with a nice roll-off. This works pretty well until I try to use any sort of antialiasing. At that point bright lights become much more clipped and somehow information is lost, even using reshade I cannot get get back the highlights like I could without AA. This is a shame because I need DLSS to have a good experience in this game and at the same time once set up correctly the HDR presentation is incredible in this game, too bad right now we can't have both

I am experiencing really overblown brightness with 400, especially the clouds. Is this similar to yours?

Yes, HDR 400 coupled with any sort of antialiasing will clip higlights making them very uncomfortable to look at
