Report a translation problem
It only zooms out when you are flying faster.
I know I can use ALT, but the default view used to allow me to see EVERYTHING.
The screenshot looks like the default round cockpit view, when standing still.

OK, looks like you might be right.
I have screenshots of the starter ship cockpit long before the WPII patch and the view was the same.
I guess I've been using other ships and sentinel ships for so long in other playthroughs that I forget.
I guess it's just the starter ship that has a cramped view, because here's the view from other ships I've gotten in previous games.

As I said in my initial post...
Apparently the cramped view is the default for the starter ship, because I have old screenshots of it, and it's the same.
That's the way it's always been for me, and it's why I don't particularly like fighter cockpits. I really wish they would swap the comms and shield displays. Pretty sure almost nobody looks at the shield monitor and instead looks in the upper-right for that information.
The comms display is way more important, nothing like a surprise pirate attack because you couldn't see the warning...
And open file "TKGRAPHICSSETTINGS.MXML"
Then locate the line:: <Property name="FoVInShip" value="100" />
(Change the value number to whatever you want)
Current highest value ingame is 120, if that is to low you can raise it up as high as you want,
Example:
<Property name="FoVInShip" value="150" />
You can put the file as "Read Only" aslong as you are happy with your current graphics settings. (They will revert back to the files settings after a relaunch of the game)
