You have to fulfill the settlements wishes
You'll never find an S class settlement, they're always C or maybe B
Settlements are a Long Haul type quest.
Even if you max out everything in the settlement it might not reach S class, and even if it does, it can still drop back to A class...
Some people have spent a very very long time working on their settlements and not had success getting to S class.
Personally, I don't find them interesting, so I barely interact with them anymore...
That's annoying. I'm one of those people that spent a very very long time working on my settlement, at least 6 months...
However it doesn't really matter. There are no extra buff for class, so it is purely a status symbol.
During the original Frontier update is was possible to reach s-class for a short time. But the class was somehow tied to the sentinel alert rating, after defending the settlement it went down to b-class.
After they fixed this bug, settlements seems to be stuck at a-class.
Either way nothing will change in terms of how the settlement functions.
Personally I prefer A because S is yellow, which I hate. I leave all my stuff A or use X when I can. Screw S.
I would delete it from my roster it if I could as it using one of my base slots, but for now it is just taking up space for no reason.
