The upper third of the screen is out of focus, especially at depth.

Play the game for the first time. 2D normal. I have a bad graphics problem. The upper third of the screen is blurred and has fractal double and triple stripes in yellow, blue and red, especially with bright elements. it looks like a 3D image viewed without glasses.
I've tried everything. Resolution, FXaa settings, V-sync, graphics level standard to ultra. nothing helps. In the camera mode and menu everything is beautiful, in the normal game it is a disaster.
Does anyone have a similar problem or a tip to solve it?

Make sure you're not running in tablet mode.

Try to run the game in compatibility mode.

Try a different port and/or cable for video.

You can also try playing with your screen orientation.

Try disabling "Options / Camera / Vignette & Scanlines".
