have you done this :
Find a Harmonic Camp and release the multi-tool seal.
Next Step : :
Warp to trigger: They Who Returned and complete the Autophage missions.
After this is done :
Return to space, aim towards empty space, and engage Pulse Drive, disengage when you see the quest's Space Encounter.
Now New Mission: In Stellar Multitudes will start
Warning:
Do not leave the Atlas Station system you'll go to in the quest without visiting its space station or claiming a base computer on one of its planets.
Finish the mission to reveal all purple systems on the galaxy map.
Similar issue for me. I used to start all expeditions as a new game, and keep playing on that save if it had better ship/freighter.
Had to follow a guide here to get 'they who returned' (autophage) quest to pop = I hadn't done Artemis or Atlas quests on a new, post-expedition save.
Had to watch a video guide off-site to see I needed the 'seed' in inventory - and Atlas quest chain completed - to start the 'Multitudes' quest = for access to purple systems, deep water planets, etc
Didn't help that the guide I followed to start the Autophage quest specifically stated I only needed to -partially- complete the Atlas quests, and specifies a stopping-point in the Atlas quests when shifting to the Autophage quests.
But the Multitudes quest requires the Atlas quests to be completed, and there were no 'bread crumbs' to lead me back to the Atlas quests once I stopped doing them and moved-on to the Autophage quests.
I'll be starting all future expeditions from the terminal in the Anomaly, so I will be staying on the save which has all the "main" quests (Artemis, base building, fishing, Atlas, Autophage, Multitudes) completed.
Have no Ide what went wrong in your main save ...
Maybe that happens ?

If so it would be fixed withthe next patch ...
If you do Titan again .. with a new save and solo do it in experimental version
