Not sure what all the chatter is about but, the Atlas Passes are not available at the Anomaly. Period.
Correct, the Atlas pass BP's are not available at the Anomaly. They are only acquired at mfg facilities or rare random gifts at crashed ship beacons and possibly damaged machinery.
There is no reason to argue about it, just go to the Anomaly and look for yourselves.
I haven't checked the anomaly myself yet, but the manufacturing facilities definitely are the source of the blueprints for the up-to-date version.

Even If that's the case, giving outdated information means the person Is still wrong about It. So that changes nothing.
