No, definitely not. Longer full answer below but short version is when starting new game you definitely don't have anywhere near max slots. You start with far less tech and cargo than the max - all sizes I listed are once you have unlocked to max possible using in-game resources.
e.g. for exosuit - bought all the tech and cargo slots by visiting station, anomaly, drop pods, etc. For ship - buying via the upgrade ship interface on every space station.
Full answer - when you start game, you have two initial sizes that are lot smaller than the max for each type. Standard default or the option to 'Unlock all slots' in the difficulty options settings - but this unlock all slots doesn't really unlock all, it just unlocks the max starting size. Best I remember it was something like 28 tech slots to start but still had to buy remainder for max 60.
The vehicles, storage chest and ingredient processor all come with max as default. Only exosuit, ship, and freighter have starting sizes that you eventually can increase to max listed above
Think his point was more: these should have the same totals, so you don't end up at the ship upgrade terminal swearing that it's not letting you add slot #111, only to realize that you're thinking of the exosuit terminal to your immediate right.
No, I don't care if the mechanism is different to increase storage for different types of inventory. That is not only fine, makes the game more fun and gives more ways to do things. So all good.
e.g. buy with credits, use storage augmentation chip, use nanites, find drop pods, etc
My minor objection, and it is minor - not a huge deal - is regardless how the upgrade is done, why bother having a different max size for ship cargo than exosuit when they seem to have settled on consistent size for others?
Example - ALL tech slots are maxed at 60 for exosuit + every single ship type, no exceptions (hauler, exotic, whatever - all same max 60 tech slots which matches exosuit)
Vehicles are different per each one, yes - but all ships and exosuit share same tech slot max 60.
However, exosuit and ships have different cargo max, but it is so similar they might as well have made it same so easier to remember and be consistent.
e.g. exosuit max cargo = 120 , all ship types max cargo = 110
if they had made it like 120 vs 80 or something significantly different like that, I'd understand, But why bother making it 120 vs 110? Might as well make all ships cargo = 120

Every S-class ship / freighter now uses this same max, so 4.04 must have been bugged with differing sizes for some ships.

According to it, there is no confirmed test data yet for 4.05 Freighters, but for all other ship types the progression is 30-40-50-60 (C-B-A-S)
sounds like a bug then bc I've increased my S-class freighter that I had on old save before Waypoint to the max 60. Finally found use for all the hoarded storage bulkheads I'd saved.
I honestly would not be opposed to reducing the player's item inventory, even by like half or something.
But absolutely keep the Tech slots as they are.
Ships, Freighters and Bases are where you should be storing all your items anyway and Exocrafts are pretty much what you should be using for big resource farms.
There's no real need for the player to be able to carry so much on their person.
In all honesty once I cap out the initial full inventory box (before the scrolling option appears) I'll probably call it quits there and not upgrade it anymore.
Wasn't sure how much but just counted them, it's 50 slots but that's way more than enough imo and having a personal cap will probably make the game more enjoyable for me.
As for Tech slots I've got 4 rows unlocked atm on my Exosuit and some of them are still free so I will probably leave unlocking more until I actually need them for new technologies.
