Does Helios no longer give emergency signal scanners?

So I recently came back tot the game for the first time since the end of the last community expedition and it seems that helios no longer has an option to get a free emergency signal scanner anymore. Before you ask, I completed a derelict freighter on the save in question and I have no claimed one this week on account of I just started playing again a couple days ago. Did they change helios so he no longer gives them to you?

That is definitely intentional programming given that there's two distinct options with two distinct wordings. One works the way I said I'd code it, but it falls back to the second one if it doesn't find the signal scanner.

I'm fairly sure that the reason there is a version of the dialog that does not ask for the signal scanner is that you can also find derelicts with the anomaly detector. Unlike the emergency signal scanner, the anomaly detector is consumed immediately upon use.

.... and does anyone "know" who found the portable refiner dupe glitch? personally, i love it (saves tedium). but the thought that 3 refiners being one, and subsequently benefitting from an exploit that no one could possibly think of (well, someone obviously....) boggles my brain. did they look at code, were they insiders (devs), were they looking for weird things (hope so). such a strange "exploit".

Darn it... I've played the game for quite a while now and Helios was my main man. Whenever I went for a Nexus mission, I had a chat with Helios every weekend and he'd give me my scanner, talking how he envies my lifestyle and all that. He was a very melancholic character to me. Not long ago he stopped giving me scanners. It felt like a glitch to me so I didn't mind... And went along with the regular data submission... But now I read this thread and I'm sad, Helios was pretty much the only regular NPC interaction I get nowadays since I've accomplished everything in this game except freighter updates. RIP my Helios bromance.
