I know I can buy one but I just don't feel like forking over that mush cash.
If I do Uranium, that means it's going to be Radioactive planet, and I like to try to find one with extreme weather at that point, with Storm Crystals. As for location on the planet, I find a good hotspot for the resource I'm after that is also near a power hotspot.
I know a lot of players like Idyllic, paradise planets, but I find those pretty boring. I can see the same thing looking out my window IRL. I much prefer hazardous planets for my bases in NMS. For the variety, and because they have resources you don't get on paradise planets.
I like having the trading post close so I can use it for trading or ship hunting.
I don't spend much time enjoying the view through my base windows, so I rarely build based on the aesthetics of the location. I often build on lush planets, but I've been finding some nice swamp/marsh planets lately.

I don't have a "home base", I tried building one a few times, but I never finish because I get frustrated because you basically have to trick game into doing what you want. It doesn't look right and I give up and move on.

Which is why I have about 8 main bases and about 50 medium sized satellites. No reason to limit yourself to one. Building bases is fun. My favourite bit is 'reading' a site and responding to it with the base design.
Game gives you one free once you have about 2.5-3 hours in game and warp 5 times.
Let it be known that I will build a base on an undiscovered system I find that is the jump off point to a new galaxy. << That should be an Expedition Mission!!! It's harder than it sound.

I usually have a starting base on a planet simply because the quest line demands one. If I can it's beside a small or large trade centre (close to the shops ;) ), pretty junky and casual.
Base next to my settlement, just for the convenience. Usually set up a mine or extractor or power if that's convenient. For no other reason than I will be back.
I generally throw a base down next to a portal in every galaxy. Square room, power, teleporter.
Base next to nanite deposits. Any old junk that works, power, teleporter.
Otherwise, I pretty much ignore bases now.
1 on a pardise planet, next to water (the beach house)
1 on a Storm Crystals planet
1 on a planet in a system with an easy Derelict Freighter (7 zones, no bug nests) for easy cargo bulkheads for freighter.
1 on a planet in a system with an S classs Derelict Freighter.
But "main" base is now onboard the freighter.
