Edit: In case you don't have the recipe for the Dream Aerial yet, you get it randomly as a frigate expedition reward, so just keep sending out frigate expeditions every day until you get it.
Also, regarding your several times in a row, it can take a bit of time before you get a whalesong. When I did it to get a fleet of all living frigates, in some systems I'd pulse for over 2 minutes without seeing a single whalesong. Of course, other times it would be super fast. Just stock up on Tritium (or Pyrite) and turn on Netflix if you are going to be hunting many of them.

I think the longest I ever pulsed in one system before getting one was something like 6 minutes. Most people would probably suggest if it takes longer than a minute or two...just give up and try another system, but I was watching a good series on Netflix so I didn't mind.
Have you figured out the favorite food of all of them and keep a food processor around stuffed with them, or just figured anything they'll eat is good enough in bulk?

I've gotten all of my living frigates from uncharted systems. They do not have the merchant event so the odds of a whale song event are slightly better.

Yes, I specifically look for uncharted systems and never had a problem interacting with them. I think there might have been a bug to that effect when they were first added, but that was resolved.
