As for where to find that option for the start-of-game tutorials, it's the first setting under "Ease of Use" in Difficulty options, when you first start a new game (at the game mode select screen, you choose "Custom" to get to the options).
it will always show up there. It's part of the game. You can just... not, and ignore them.
If you have a quest that you're leaving hanging, that's probably what its stage is set at. So perhaps if you completed that quest somehow, that would go away.
Since I can't imagine what specific thing you're seeing, maybe a screenshot of what it is that troubles you might help.
If the OP plays a modded game and uses the mod which increases the range at which you can feed animals, the prompt would come up even when animals are quite far away.
If you're on Linux that's probably a thing you need to bring up with Hello on their zendesk if you think it's an actual bug. But remember that linux is not *necessarily* going to have the same full support as a windows build, or they may have a separate thing for you to do.
"Phantom farming quest"? If you're doing specific quests, are they *finishing*?
