Applying bait to fishing rig

I'm not playing with and mods, so it's not a mod conflict - but whenever I try to apply bait to my fishing rig, it just doesn't work. Nothing happens.

I go to the multitool, click the fishing rig to apply bait like it says to, then click the box above the "Bait Box" and scroll through my items to find suitable bait...yet nothing works.

Anyone else having this issue or am I overlooking something incredibly simple?
