If your cost to maintain is already zero go for the production ones.
Honestly its not worth thinking too much about. Its a poorly designed feature.
I find it a pleasant addition to my adventure.
Yeah the wiki and the resources one but the latter sucks. The layout is so confusing.
I have already max productivity and maintanaince is also pretty low. I'm currently working on population and happiness. Managed to get a class upgrade right now as I endorsed another festival.
