Report a translation problem
When an expedition is running that you want to complete and have the option for transfers, you need to load your regular playthrough and once you are inside of that playthrough, call up the anomaly and go to that terminal. From that terminal, you can start the expedition. If you start it that way, you will have the transfer options.
In my experience, the player bases provide plenty of stuff so you really don't need to add that much. Harder to find things might be frigate salvage deals (for if and when you get a freighter), repair kits, and oxy...although you usually find a base that gives your thousands of units of oxy pretty early on.
