I actually found a planet last year that was Paradise on survival difficulty but NOT on normal difficulty because, oddly enough, turning down difficulty doesn't necessarily mean a planet will remain light on sentinel activity.
I generally change difficulty settings both up and down whenever I'm on a Lush planet just to see if it's Paradise on any of them. You don't even need to save/reload or anything, it changes in real time.
The most common change though is the case that a Paradise world in Normal mode transforms to not-paradise when you increase the difficulty to Survival+. Sentinels going from nearly non-existent to Extreme being terribly common.
They aren't super-rare on survival but they are still quite a bit more rare than if you were playing normal mode, so definitely enjoy it.
Best I found was a paradise moon (no water) or Dissonant Worlds. The later is my best hope for a good home planet. Dissonant sentinels leave you alone and a few crystals won't ruin the look.
You're mixing up Lush Biome planets with what the game actually labels as a Paradise planet (when you're ON the planet, as mentioned earlier, Discovery gets it wrong sometimes). Both storms and aggressive sentinels are specifically counter to the rules the game uses to determine if the "Paradise" label is applied.

See whats wrong with that one?!? No station. Probably had predators too... must have been a reason I left and did not bother to plant a base.
There is always something wrong with paradise planets in PD.
