Minotaur Flamethrower
I was able to purchase and install an S-Class Minotaur Flamethrower Upgrade. But I cannot find a way to get the Flamethrower itself. Was that offered during a previous expedition and so is no longer available?

I've never gotten a mission called "Planet in Distress". Is there something I do to trigger the mission?
Nothing to do with Settlement/Trace of Metal.
It was a Liquidators Expedition Community milestone.
You should be able to get it from the QS vendor in the Anomaly, even if you didn't do the Expedition. Will be in the first option (get items with QS) not the redeem rewards option.

I think you need to follow a settlement quest line (starts with "planet in distress").

The author of this thread has indicated that this post answers the original topic.

Yes, it was the part of the previous expedition, but it was unlocked as a Community Research project and is now available for anyone to purchase with Quicksilver. : )

Planet In Distress is a mission triggered after your 10th manual warp. only if you haven't already discovered (or used a map to discover) a Settlement yourself.

It is just a distress call from a Settlement.

Thanks so much! Do I have buy all four Liquidator Replacements to get a working flamethrower, or just the Right Arm?

Interesting. Well, I guess I missed it because I already have a Settlement.

According to smurfy's screenshot, it looks like it doesn't cost any Quicksilver. Anyway, I'll check it out at the Space Anomaly in a moment.

OK, everything has a price for me. His screenshot didn't have prices because he owns the stuff. :-)

They were free if you did the expedition.
