I did that and now I cant buy any more. Used 10 did not find a single one that registered progress.
Well... even in that one specific case, me as a player did not have to do anything but wait. There was still NO multiplayer requirement... nothing I couldn't do by myself... just time and guess what, I can wait in solo play too.
I am locked out of going to any other system. I deleted my save because I am absolutely done with this nonsense. Hopefully the next expedition will actually work.
Make sure you are in a populated system.
Charts will locate Plagues, Monolith, and Ruins. Keep popping charts until you get an icon that says "ruin". Once a particular type of building is located charts will not reveal another of the same type until you have cleared it from your HUD. If is says "nothing found" that is just because it rolled a building you already have a location for. Keep popping charts until it locates a ruin. Do not visit Plaques or Monoliths until you have found both Ruins.
Alternate, go to the Space Station teleporter and look for bases with "Ruin" in the title.
Only certain ruins count - the ones that tell you species backstory, where you choose 'learn the language' or 'search for history'. You have to interact with the plinth for it to be discovered. Monoliths do not count, artifact sites do not count, abandoned buildings do not count.
You can either use Planetary Charts, or you can search for 'Ruins' using an exocraft scanner.
There's a similar issue with the fishing challenge, where the wording isn't clear and wastes player time. The fishing challenge says 'irradiated fish' but it actually wants you to get special fish from anomaly planets (the [REDACTED] one), NOT radioactive planets.

Wasn't that the one where you had to visit another player's freighter? (Edit: Or am I mixing up Leviathan and Polestar, now?) And, I vaguely recall boarding your freighter for that accomplishment. It could have been another player, but the offer does fit your helpful hints during the expeditions.
The only community milestone that recall being required to complete the expedition was the Normandy time gate.

Unless HG change things, you can find the ruins required for the stone ghosts mission by equipping any simple exocraft other than the Nautilon (sub) with a radar and the resonance upgrade. You can then use the radar to search for ruins. You don't need to buy maps, if you are low on units.
For the hypnotic eye quest ( can't remember its name) you can use the Nautilon with its high power sonar to search for submerged buildings. There is an abyssal horror outside each one and they drop 1 eye when killed.
In both cases you can use the exocraft to locate the structure and then fly to the marked location, saving a lot of time. If you break down the exocraft's spawn pad, you can rebuild it at the new location and re-summon the craft.
