So yes, they do exist - but you need to look around/get lucky I guess.
And at this point, it appears that whatever fix was implemented way back to allow settlements to get S-Class has bugged out again. There's speculation that it has to do with hidden variables about sentinel alertness or something, but the bottom line is that 100% happiness/max production/zero upkeep/population over 170 still won't get your settlement to S-Class.
Since Switch still can't "do" settlements I don't expect HG will prioritize fixes to settlements at this point....
