Settlement Classes
Do all settlements that you can choose to control as Overseer start off Class C or am I just getting really unlucky finding anything higher?

You are correct. All settlements start as class C and in dept. As you make decisions and build stuff the settlement will improve. In this case class is a reflection of how much it has improved, class does not give any extra buffs or perks.

I'm trying to find a new settlement because the one I found is on a planet that has a Radioactive Supercell Storm literally every 90 seconds. It's annoying AF.
I have two separate saves where I found a "new, untouched" settlement that was already Class B - one of them was even net-positive on upkeep/production. (@Lindy I agree that MOST settlements are Class C and in-debt but not all....)

So yes, they do exist - but you need to look around/get lucky I guess.

And at this point, it appears that whatever fix was implemented way back to allow settlements to get S-Class has bugged out again. There's speculation that it has to do with hidden variables about sentinel alertness or something, but the bottom line is that 100% happiness/max production/zero upkeep/population over 170 still won't get your settlement to S-Class.

Since Switch still can't "do" settlements I don't expect HG will prioritize fixes to settlements at this point....

I, too, have found 'one' settlement that started at B-Class out of about 20 total. And I've grown five settlements to full population of 200. None of them became S-Class.
