Report a translation problem
There are people that will say it is griefing though, because there are people that think building a base near any POI is unacceptable. Which is just silly. As long as you don't block access, there's no grief being done.
Note that in POI's that require digging, like a crashed freighter, just having the base there can block access. Portals don't require digging though.
As far as being "Bad practice". There's probably more people that would say yes it is bad practice than there are those who would go so far as to call it griefing. There's not really a community-accepted standard on that but I would go so far as to say most players do not think it is.
Around the portal is major no no and your base will be reported.
Best to stay more than 300u - 1000u away.
I build them quite often because they are interesting to work around.

Yes, there are 'some' players who think that, but it's not likely even close to 1/3 to 1/2. Firstly, because it's very easy to just report the base and have it vanish, and also because most players aren't going to care about placing a portable refiner (they have personal refiners) and even fewer players are concerned about being able to place a nutrient processor next to random portal #5619.

Some bases may have been created in locations with the game offline and without any malicious intent. Mostly they are unfortunate coincidences and easily removed as mentioned above.
Some uploaded portal bases have also been amazing works of art.
Any base that is not uploaded will not be an issue anyway and not visible to other players. I think playing online in a group of friends this also applies but I'm not certain.
Sometimes they direct build over the Portal.
in every galaxy up to eissentam i have 1 teleporter next to a portal, the idea is that others can use it.
That's useful to everyone.
However, as long as you don't alter the functionality/access of Portals (or any preexisting structure for that matter) during an Expedition or on a highly populated planet, what's the harm?
I think many Portals and other areas required to complete missions during Expeditions are already locked by Hello Games... or should i say "most"... because during The Cursed, i found a structure built by someone that trapped "The Boss" [battle] inside a building...
It was well done though... i almost instantly built a lore around it... There were open crates inside the building, so...
Someones Frigate expedition came upon an enormous locked and chained Door inside a cavern containing an Ancient Ruin... When they opened the door, there was found a small, weak looking entity inside... They captured it and brought it to their surface encampment... but once the entity was exposed to the sun, it began to grow huge, broke out of the crate and seemingly began to posses the workers, as they began to run around screaming and wildly swatting their hands and firing multitools into empty air, as if shooting at something ... the surviving Freighter command called it, "The Curse" (lol:)
However, anyone complaining that they cant place a portable refiner at someone's base is full of it...
They've clearly never installed the personal refiner... and obviously don't use the melee boost either... it takes all of a few seconds to get out of the base radius.
And why would you ever need to build a nutrient refiner at a portal? Such entitlement...
Even if you report the Base and it's removed, you still CANNOT put down a save beacon, or any other item you might want to quickly put down, because you will get the "UNABLE TO EDIT" or whatever the message is.
Edited Note: People who feel entitled to do their refining, cooking, or laundry there, LOL.
