You'll have more Expeditions to go along with those. There will be more expeditions after that. So there's at least another year of new content of NMS coming, even with the launch of Light No Fire coming whenever that is... and I seriously doubt NMS will ever stop receiving updates for another 5 years or more. It just won't be major updates. Probably mostly new expeditions and the occasional quality of life or surprise update.
They don't even give us anything specific regarding what's coming in the very next major update, until Sean sends out some kind of emoji as a clue on X (Twitter)...if you even want to call an emoji a clue. Beyond that, we never get any advanced notice at all.
You can consider current game as already fully developed and updates are just content additions.
Looking at the additions so far, there doesn't seem to be any coherent strategy to it.
And this might actually be a rather smart way of doing things.
Unknown, but likely not for at least afew more years, maybe longer. Once light No Fire launches NMS updates will likely slow down, but as long as it is still selling there will support it to some degree.
Don't wait for "last update". Now is a really good time to jump in. You can start a character, run thought the tutorial, then run the redux expedition which will help build up your character and gain some cool cosmetic items and maybe a special ship or two. You can even run mods now if you really want to.
I think some of the updates have been connected to "light no fire". It's spin off from development of that game. They work on something for "light no fire", and then fold it back into this game. or vice versa.
If they're all built on the same engine then any improvement to one is an improvement to both.

To do what they do they would need at least a two year rolling business plan. Most of these updates are probably "in the pipe" for 3 to 12 months, some of the big over hauls like Worlds 1 were probably in the works for two years. The order of updates might shift once in a while but that would happen before the integration phase.
The lack of "coherent strategy" is a combination of "what bucket list item will sell more copies?" and "What would be fun and interesting to work on next?" However over the past year there has been a little bit of a sense that they are working towards something; ie Void Mother/realm of glass/purple systems.
