i also remember someone doing some testing a while back... they found that many/most things seem to be triggered on the 2nd planet closest (or furthest? idr) to the one you are on... i think they were looking at the distance of the planets while in space near one... anyway, what they would do would be to go to the other planets and look at each of the others to see the distance... then they would go to the one that placed their desired planet in the position so it would be chosen with the next map... as i recall, this worked every time once they figured out the formula...
i'm not sure i was able to explain that clearly and i wish i could remember who it was that originally described it...
@wkitty42 mentions that to find settlements on a specific planet make sure to use the chart when it is the second closest planet to you, rather than the closest planet. I believe it was @Guyver8 that made that observation. I tested it out a few times and it does seem to work pretty reliably.
Personally I just added settlements to the exocraft scanner upgrades. Exocraft have a shorter scan range than charts do, so having it on exocraft means I can search for settlements specifically for whatever planet I am actually standing on.
I'm currently managing a settlement on a paradise planet, it's great.
The previous settlement I was managing was on a terrible planet that had intense radioactive storms about every 5 minutes, it was a real PITA.
