Or look for bases at the teleporter with the milestone name or other descriptive name indicating there's one at the location. There were already quite a few there on the first day of the expedition.
Anyway, yeah, I think I'll just buy a planetary chart at the space station, since the stranded guy near the base is glitched.

For me, that doesn't work. The area still remains uneditable.
I'm long gone from the planet, so I didn't report the base. I was able to use the planetary chart and do that quest pretty easily. So now I've done the 'stranded traveler' and 'crashed freighter' quests.
I must say it's nice in this expedition to not have to make elixirs all the time and drink them to keep the demon squid away :-)

* Provided your "Discovery Services" are working <- I had to relaunch the game to fix it.
I either just ignored the squid and kept moving (they never once hit me while I was moving) or I just hopped into my ship and left the atmosphere and landed again to reset the meter....
Obviously had to drink that other elixirs for the portals though...
