Regardless, yes, all expeditions are designed to be doable by a brand new save started just for the expedition.
BTW, if you weren't already aware, the Normandy is a frigate, not a starship that you can personally fly.
If you haven't played in a while, maybe run through the tutorial and shake off the rust before expeditions. They can be a little tough if you aren't super comfortable with the game. Though I don't recall that one being super hard.
Just keep in mind that many of the expedition steps can be done at any time - take a look at the whole list of things to do, and try to keep them in mind as you travel.

If you play on a platform other than Steam, it could also just be a delay on your platform. I can only attest to the fact that the Steam version is running Beachhead now.
Just a note on this. Unlocks are account wide but still dependent on having a savefile with the unlock. If you for example uninstall or go to a new computer, games on that machine won't have the unlocks unless there's a save somewhere it can see to verify you have the unlock.
Unlocks are stored in a separate account file in the save folder. Which does mean you shouldn't delete the whole folder, but the saves themselves are not needed.
All Expeditions have you starting from scratch unless you choose to bring stuff with you (which was implemented after that expedition).
And even when you do bring stuff with you, you can't actually access said stuff until you find a way to get to the Anomaly to reach the terminal that allows you to retrieve said stuff.
Every expedition is designed with starting from pure scratch in mind, bringing stuff with you can make it easier, but is in no way required or even expected.
And, IMO, it kinda cheapens some of the expeditions, such as the newest one, The Cursed. Bringing a few thousand h2 with you would make the whole thing insanely easy once you got to the Anomaly.
