I'd alt/f4 it and try again.
And lol this guy checked his Steam shader cache for this game located in C:\Program Files (x86)\Steam\steamapps\shadercache\275850) has grown to over 63 GB. another guy 70GB. Ya that's a reason not to use shader caching.
This is a problem with your PC.
Why don't you start by telling us what's in your PC, and what OS you are running?
Then we can go from there.
For Reference, mine is a SATA SSD, with a Ryzen 5 5600G, an RTX3050 with 32GB of RAM running Windows 10 and creating a new save takes me about 2 or so minutes on the load screen.
I'm calling it right now 5200 rpm HDD. Wondering why it takes forever to load a massive open world game. lol
Even that, shouldn't take 30 minutes (assuming he's not greatly exaggerating).
It sounds more like the game hung up on him for some reason, or maybe his specs are just simply too low to actually really support the game which is why I asked for them.
- on slow machines with spinning rust platters, 10 minutes for the initial load may be seen...
- on fast modern machines with internal SSD storage, the initial load may be 2 or 3 minutes...
- subsequent loading times are much faster... 3 to 5 minutes on slow systems and generally less than 2 minutes on fast machines...
