Actually, you are incorrect. Gas Giants lack any kind of surface as we know it. Most have some kind of core, that is likely molten rock and metal, but they do not have a surface. What happens is that the deeper you go in the atmosphere the more intense the pressure becomes until you reach a state where the pressure exerted on hydrogen gas forces the gas into a pressure-ionized state referred to as metallic hydrogen. The individual hydrogen molecules get compressed so closely together that electrons become unbound and are free to move between atoms. This results in a fluid state.
If you could survive the pressure of a Gas Giant enough to reach its metallic hydrogen layer you would find its density about that of rock. The buoyancy force of the metallic hydrogen would counteract gravity causing a yo-yo effect until you were left floating somewhere in between reaching an equilibrium. At that point, you would be unable to escape no matter what you did.
Even Worlds Part 1 end up creating a lot of gnashing of teeth by players. HG is going to think long and hard about the advantages of a gas giant versus the pain and anguish it will undoubtedly cause some or all players.
They can't just place them they actually have to fiddle with the procedural generation for the entire universe. They have gotten a lot better at doing it without a lot of casualties, but there are always trade offs.
I remember that they didn't want to include Gas Giants because you couldn't explore them, but that's not really correct, you just can't land on them. A ship could enter a Gas Giant's upper layers and in theory Gas Giants could have lifeforms that developed in the upper Gas layers.
Maybe if HGs does another sci Fi game they will make gas gaints. Murray was pretty adamant that they don't want to do sequels so there will never be a NMS 2, but they could do a different space game. Maybe someone else will make a better NMS, given how much NMS has made in slightly surprising no one has tried yet.
