Its a mixed bag, and I think mods might have something to do with it.
I have a lightly modded game from the very minute NMS first dropped, with bases built on planets back then, and none of them have been touched, or altered, or changed, and none of the planets have remotely changed in 9 years or so. 15 different bases.
So whatever is happening to these guys I suspect there's a mod going on. My best guess perhaps a planet adjustment mod, so when they download a new update, and that mod gets disabled, suddenly the planet gets reverted to what it was previously.
Planet adjustment mods, are basically just an overlay. THey don't actually change what the planet actually looks like on the NMS servers, just what you personally see. So once that mod is disabled, it reverts back to what the NMS servers are saying that planet looks like.
Every single update that touches, or alters planets, I see the same posts, yet none of mine ever get changed, or altered, and I have 40 different bases across 3 saves 1 of those saves being 9 years old, with 8-9 year old bases.

THis commentary of yours is not unique, as with past Major "Universe" Updates that turned out to be a BIG HIT with everyone else... even though their bases/builds might have been buried under dirt or a mountain, drowned, no more exceptionally unique vista-view, not same biome, etc., they eventually found even better places to build stuff and had the exact same and more fun doing so.
I have started many a New Game since 2016 for certain types of Major Updates and Expeditions ... i mean it's like this... after earning 4 billion units, 100,000+ nanites, finding the best freighter, the best min-maxed_spaceship, best min-maxed_Tech for Multitool, Exosuit, etc., etc.... sometimes, it's just more fun starting over in a new Universe :)
The universe was reset. Many if not all planets were affected. It's not going to be "resolved." It's the new normal. As I understand it, it happened once before in the game's development, and it very well might happen again, somewhere down the line.
So, you adapt or you find a new, pretty planet, basically. This is one reason why I don't build bases and either just be a true nomad with just me and my ship or just have a freighter base. But for planet-side base-builders, it'd be nice if we could save blueprints in this game, to make "moving" bases from one planet to another easy.
He's right, It's actually happened several times since 2016 ... it's the proc-gen technology that makes it EXTREMELY difficult to modify 18-quintillion planets in 256 galaxies without spilling a little milk... heck i'm surprised they did what they did with Worlds without wiping-out everything ever built!... AMAZING!
But all the planets i now find are extremely ugly...
Clumped up mud balls that make no sense.
Like its much worse than before...
This is why we can't have new things.
