Crashed ship with pilot = Help pilot
Crashed ship without pilot = Claim ship for free
Obviously you want the 2nd one, claim the ship (probably can't repair it yet but that doesn't matter) As long as you claimed it it will stay in the inventory and you can fix/sell at a later date. You can hold up to 12(?) ships so don't be afraid to just claim them.
Unfortunately, there is no ball next to the ship, just a burning engine.
And it wont let me claim the ship,
When I examine it, it just say something like.
Someone watches you nearby, and waits anxiously for your report.
And the only option it gives me is "leave."
Is this a bug?

Not sure if this makes any difference. the ship is called Noborio's Gamle damaged star ship.

Iv had this game forever, but only now just getting into it.
Some things are really straight forward, others are really confusing.
Like I bought a bypass pump. the only thing I could afford so far. That says its a significant upgrade to movement. Both jetpack, and sprinting.
I installed kit, so both it, and the jetpack icons are in the technology slots, but its made no difference at all to my jetpack speed, or length of time, or running.
Great game, but really confusing in parts.
Yes, that's the ''rescue pilot'' one. Might be bugged if you can't find the pilot, but it's not a big part of the game and you will encounter more. I would just go on with your day, it's not worth spending hours over it.

As I have already rescued one (cant remember his name) he flew off, Im guessing you are right its bugged. Its just a pity it keeps showing the marker.
But hopefully it will go when I move to another system.

(sorry) I must append to this thread for I'm having the same issue as the OP.
Through the Signal Booster I picked a "Stranded Lifeform" marker. Flown to it and found a crashed ship. There's nobody around.
If I interact with the ship the game prints the message:
"The nearby lifeform observes me as I approach this ship, anxiously waiting to hear what I have to report."
The Stranded Lifeform marker isn't going away.
The ship stays there.
Interaction with it gives always the same message.
And I'm positive there's nobody around.
What am I doing wrong?

That's what I call a penny-quest. It makes no difference if you complete it or ignore it. Just get on with your day & go look for other stuff.
After the Worlds Part II update I went back to the Distress Signal location.
Found the crashed starship AND a Korvax standing nearby.
Talking with the Korvax made me remember the issue at hand (because I had done it all already): I was supposed to inspect the ship on his behalf since he was too afraid to do it. In fact, I received some kind of EM impulse which caused minor damage to me, but that would have proved fatal to the Korvax.
After that he's flown away with the ship.
However, the Distress Signal marker hasn't gone away. Again.
For a few days I've gone about my business elsewhere.
Minutes ago I return yet again to the place, and -you guessed it- I find a crashed starship with nobody around.
Oh well, I guess this bugged event is forever baked in my game.
(fun fact: this bug and the repetition it entails kinda fits the lore : )
Stuff like downed starships respawn after a few days, especially if you have multiplayer turned off.
This is normal behavior.
The ship spawning without its pilot, is not normal behavior especially if the game thinks there SHOULD be a pilot there when you examine the distress beacon.
Hey, I just started playing and someone else above was spot on. For some reason NMS spawned the guy underground and I had to go digging around under the ship and eventually found him. Ha. weird.
