To download another ones Base you NEED TO HAVE the discovery / data server enabled. Otherwise there is no way to get it. FACT.
Exception:
If that Base belongs to a member of your CURRENT multiplayer session and is PART of your team, you can visit that Base WITH HIM and get the Data through that.
If you stumble over a Base of some other guy (that is NOT in your current multiplayer group) - you will only, I REPEAT THAT - ONLY see that Base when you either have already visit that Base before, OR the Discovery / Data Server is online.
Otherwise No Way.
(In the last 2-3 weeks as Discovery Server was mostly offline I still could sometimes download a Base, mostly not. That is the Discovery Server was not fully offline but was way stressed with too many calls so some may or may not were accessible. Mostly not.)
EDIT: Also I have visited a few Bases before (S class Sentinell Bases), so I have downloaded these Bases, and still I could NOT teleport to them a few Days later anymore. So Why that?
Now as the Servers are fully operational again, I can re-visit them again.
But your claim, you have to FIND (VISIT) that Base first is WRONG. FACT.
Or how comes you can now go to any Bases that is shown in the teleporters?
You did all find them by yourself? In ALL galaxies?
