Indeed there is a rare underwater creature on the starter planet that should work for everyone (I've used it on 3/3 finished Expeditions) but from my testing, it is possible for players to not get it to pop if they have non-standard difficulty settings.
Required settings:
Enemy Strength: Standard
Creatures: Predators On

If your settings are different (less), you will not get aggressive predators. Change to this and restart the game (I have tested without restart, it didn't fix it).

Maybe the enemy strength setting has an effect though? Mine was always at standard.
Edit: Last successful disprove test was with both settings lowered. :(
And just to confirm what you said above, I just got it again with the server down too.
Not sure if it helps, but I can confirm the critter on the starter world did not pop for me. I was on a fresh save, but I did use an old exploit of mine to make my starter weapon better. Before starting the expedition I purposely loaded into a file {PD/max/settings locked} then exit back to main menu and start a fresh save. This projects my super charged slots onto my starter tool. any file will work, I just chose that one for the tool ... and it just might have been altered in other way along the effects you are seeing.
I made this discovery maybe a year ago {at least I did not know before hand} .... and suspect a lot see it now as they make "slivers" from saves for the Expedition ... this also works {did in Omega when the terminal was added}.
Anyhow my point is that even on a fresh save there might be "projection" from whatever file you were just on. I am not sure if this is unique to me, but highly doubt it based on things I saw post Omega in thing in screens/posts etc ... where the poster was confused lol.
Anyhow I was ignorant in 14 ... did not think anything of it. Assumed "no way it is in the starter system" ... you know the usual adding difficulty where there is none lol. But per my "going in blind [minus the exploit]}" I always try and do as much before leaving the starter system anyhow ... so saw the one on the second planet in the starter system.
But yeah you seemed interested in setting/dynamics and things going on {cool} ... so thought I would add another layer. I did not even think about it until seeing this thread ... so you had me wondering if I altered my "fresh save" in more than just super charged slots as I never opened the options etc.
