Why would I? This game was meant to run on PS4. I played Cyberpunk 2077 2 years ago @ 4K performance. Exact same settings. Wait, no actually Cyberpunk I could play on higher settings @ 4K. To answer your question, no. It's not me, it's Hello Games.

Not sure what the OP's issue is (it wasn't really described) - but it doesn't seem ubiquitous (thankfully).
Hopefully they can get it solved so it runs well like it does for, well, at least a few of us.
If it's not you, then why is no one else complaining? Millions of copies out there, and you are the only one complaining...it MUST be the developer.
And to run things on PS4 even in 4k would not be the same as running it 4K on a PC, The fact that you don't know this, means you are not qualified to make the assessment of your systems capability.
mine gets stuck at like 40-60% power and then show 25-40 fps.
but when alt tab in and out or by random magic it will kind of switch power states and go to 80% power target (my undervolt) with fps back over 120... but worst is it also switches back during gameplay...

i suspect this a problem in vulkan...
have seen the same in ghost recon and red dead 2. but never got fixed. i even got the new cpu and motherboard and stuff so many year later, still a thing. only constant is the gpu though.
at 2560x1600 I'll be getting over 60fps, but as soon as I switch over to 4k its a crap shoot if the game will run right. Most of the time it runs at 2-3 fps, but sometimes/rarely it will load correctly and then run at 30-50+ fps. This is after the 5.0 update. I've had to change 2 settings. Before the 5.0 update I only had issues when trying to watch videos in a browser while playing the game.
1. I was forced to turn off HDR, and in windows 11 turn off auto HDR. This was at least causing the game to crash any time I attempted to take a screenshot with f12.
2. I had to drop Tessellation all the way down to enhanced, setting it to standard also works, but any other setting seems to tank the performance. It shouldn't be causing this much of an issue. I've seen other posts talking about tessellation causing fps issues as well. Changing this setting has also removed issues with watching videos in a browser while playing the game.

So ya not really seeing a specific 4k res issue here. There's a huge difference going from 2k to 4k. Pretty much need a 4070 Super or above if you use DLAA.
