For normal player load, the discovery server is fine. In the week or two around when a big update hits and/or an expedition starts, it will sometimes go down for awhile. A server that would be overkill most of the time probably isn't cost-effective. That would be my guess, at least. If there is an actual problem with the server...Well, HG doesn't appear to work on weekends, so if there is currently a problem with the server besides overload, I imagine they're working on it.
In the end, you can still play the game just fine, and you can rename stuff and even "upload" your scans/changes and get the nanite rewards for doing so. Your changes will upload for real the next time you're connected to the discovery server. If they don't for some reason, and you care about changes you made, simply re-rename and reupload.
It won't just count yours. I'm just going on and doing other things. You can't help but run into a few lots of them. If they left me alone, I wouldn't have to kill them...but they don't.
They are community achievements. Just kill 150 (I think) a day.
