Be aware that a lot of the players who hang out in Eissentam don't like MP and DO like pleasant worlds. Judging it off Nexus visits probably screws your results.
That said, if you want frequent company, it is hard to find that anywhere. The galaxy is just too big.
Another area that will have an increased amount of players is the current Expedition route. If there is one active.
Then there’s the Anomaly, which quite frankly doesn’t give a ♥♥♥♥ which galaxy you’re in. You’ll have the chance to meet up with other Traveller’s & who knows what could become of it.

I think a few like Eden Hub(sp) are a little more active with players, but mostly just a place to go see and build cool bases.
My guess about the reason is that there really is no need in NMS for people to group up. I've played NMS with 4 other friends and family, and we generally don't even bother to group up unless we need to transfer stuff that another needs, or show another the basic mechanics of something.
I'm also a big fan of building games, and there is nothing that people can build in NMS that can impress me. NMS just doesn't have the basic tools to be able to compete with even Minecraft builds.
With over 15 quintillion planets, it's unlikely you will ever find a hugely populated planet. The only super populated ones occur because of group/multiplayer missions which everyone participates in. Even if all 6 billion residents of Earth were playing the game, they still would be quite spread out in a universe this large. Evenly distributed, essentially there would be 3 billion planets for every person on planet Earth.
That being said, the number of edge and near edge planets at the center of each galaxy is an obvious small subset that players will congregate around, but even then you are looking at many hundreds of thousands of planets for a much smaller player population. And many players don't even venture past the first galaxy.
Its difficult if not impossible for humans to wrap our head around just how big galaxies are. Our Milky Way is small compared to the NMS galaxies.
How many gateway systems per core? Its a lot, maybe thousands. With millions of planets within a 5,000 ly radius of the core. Its not surprising that it may look sparsely populated compared to the systems along the expedition route.
Go to this planet in Euclid, normal mode there's at least 6 or 7 different player bases on it, it's a beautiful planet. This is the one I left. If you like having neighbors, this is it
