Report a translation problem
If I recall correctly, a quest will appear in your log tab. After you choose it you will get a waypoint to the nearest system with the material you need. Fly there and scan the planet until you see it. Used it once and never bothered again, so I don't imagine how it would work with materials you can't see after scanning the surface.

Ok, I found why: It's a bug with Sentinel ships missions. Accepting such mission causes hiding this button. After abandoning these missions the the button appears."
So I do have a fix the sentinal ship mission I never completed as I got an S class one elsewhere. There is no option to abandon this Log entry.
Spore had a feature to locate animals and plants in Space Stage, it was so handy.
What I do for resources like Paraffinium and the like is to trawl around trade depots and space stations and just talk to all the pilots and buy all their stock. Mined Paraffinium normally, but it's a hassle.
Guess you'll have to go find that lost ship, or take a blackhole to the nether reaches of the galaxy so you can abandon the mission....
No being able to pin a resource is blocker I'd be spending time/effort to fix asap.
Frigate missions also return all kinds of things.
Paraffinium is very common in 'paradise' lush wealthy type systems and reaching those can often be found by travelling to the Anomaly featured systems or picking a player base to visit.
A hack is to destroy tech or equipment to reclaim some ingredients used to make blueprints. Sometimes useful for rare metals and cheap tech can be purchased at the Anomaly if short of a resource.
