Every once in awhile there is one traveler. I wouldn't be surprised if on occasion I was just moving around so they seemed like a ninja hiding and I didn't see them behind a wall or up above the teleport station when I used it to get back to the Freighter.
(Again, I'm excluding the one I found in an observatory.) Hmmm? Bug in my data that only lets them spawn in observatories? Very strange, but possible?
travelers dont 'Only' appear at the space station. they also occur regularly at planetside spaceports. if you use the ship upgrade for scanning for them while in atmosphere of a planet that is not in a red star sector, you would find them near the galactic trade terminal. Each star system only has a single space station, but anywhere from 10 - 20 spaceports on neighboring planets, you should search for them there.
if you dont have the scanner and wish to seek them out 'Old School', the trails you see while in space are the trade paths for the system. you can follow them and they almost always lead to a spaceport though sometimes a smaller trade outpost can occur as well. visually, this can be difficult when the trails blend into the atmosphere so you need to practice a bit. back in the day, that was how we did it.
