Is this the first time you're playing NMS or it run well before?
Do you have any mods installed?
What is your NVIDIA driver version?
Do you have any game overlays, streaming or capture software, anything that interfaces with a game?
Do you have any third party antivirus software?
Have you tried verifying the files?
What are the settings for the game internally? (What are you running it on, high, extreme, etc).
Do you get better performance if you turn down system settings?
I found using the Nvidia optimizing software was helpful for me. (I have bad experiences with it the past but recent experiences has been better)
Try turning off Multiplayer and see if that helps. It will decrease the drag on your pc resources.
If you have any Stream software or other software running the background it may be stealing focus from the game. Try turning that stuff off to see if it improves things.
Try turning down some of the graphics options if you have everything on ultra. That helped me on my old PC and really did not notice any changes in how the game looked. (there may have been a little less of those mist effects but you don't miss them if you don't see them)

Not a master of anything but you should try to reinstall the game. First unnistall, then run CCleaner to clear the registry, then restart PC and then install again. Why? because sometimes after so long a game is installed and after too much updates or hotfixes it gets over time, the game sometimes is bound to fail due to incompatibilities that shouldn't happen.
At least the game is not that heavy in storage. I did a fresh install for Baldur's Gate 3(145GB) just recently because I last played it in Oct 23, but a friend got it now so I joined with him. BUT the game had like 4 mayor updates and maybe 15 hot fixes since last I used it so I preffered to reinstall and works wonderfully. Just my 2 cents there
Maybe. More likely candidates:
Steam > Settings > Broadcast (on by default)
Start > Settings > Gaming > Captures (on by default; part of Game Bar)
Applications supplied alongside your GPU drivers are your own lookout but they often have some sort of streaming / recording capability built into them too. Overlays and whatnot.
That's at least three things all doing the same thing. Pick one, hobble the others if you can.
Maybe try FSR or DLSS on for size if you haven't already.
Placebo at best. Last time I used that it crippled Nero.
Also:
DO NOT CLEAN THE REGISTRY. EVER.
Clean slate? Just wipe out the partition table and start over. It's the only way to be sure.

Why should you never do this? Sorry, just wondering.
In my example it's because the cleaning process wiped out the links to *.DLL files used by the DVD labelling program I was still using at the time. Not an insurmountable problem but pretty annoying all the same. These utilities were supposedly of use to programmers back in the days of Windows '95 as their own development tools would leave hundreds of orphaned entries behind; they needed something quick and dirty to clear up the mess.
