These new Pirate Transponders, who exactly am I supposed to give them to? It says to give them to the Mercenaries rep, but there's no special option to be found and it's not on the donate list. They seem to sell at trade terminals for what it says I should be able to get from the rep, but that doesn't feel right.
Are you sure you're talking with a mercenary envoy and not a merchant or explorer one?
I have a bunch of those transponders from doing a couple of missions to hunt pirates, and I also noticed that you can sell them at trade terminals, but I haven't found a mercenary envoy yet. Not too surprising since I don't change systems much, but the three stations I've been to since the update have all had explorer envoys.
It's the guy in the booth in the corner on the second level, but that guy can be from the mercenaries, the explorers, or the merchants. Are you sure the guy you checked with was from the mercenary guild? Because if they weren't, then you'll need to check other stations until you find a mercenary envoy.
But, I think donating items to the guild only gives you "standing points" for that guild. If you're not interested in increasing your standing with the mercenary guild, you could just sell the transponders for units instead. If you're interested in units, that is.

While this will most def get you to a new region... I've found that regions are only a few hundred (300-400) LY in any direction. So unless you are still rocking the default 100LY jump range, locating a different region shouldn't be a problem.
