Of course not at every station but it does seem odd to give them "x" only to receive the same "x" back as tribute.
And yes exactly as you describe, you can quickly increase your ranking by just teleporting from one to another.
Bug or just good ole HG RNG??
I can't be bothered with the load time waiting to do it, If I log off at a station and log back in later, I will pick up the item again justifying it as they restocked while I was gone. If someone is going to the effort of watching endless loading warps just to get free stuff or abuse to get reputation I would suggest utilising creative mode instead and save some electric,

Or think of it this way, maybe HG did it on purpose as a test. Did you pass or did you fail? Did you take more than you needed then feel guilty? Is it the game's fault? Should this be fixed so you wont be tempted? Did you immediately send a bug report so it would be fixed sooner rather than later? Interesting questions for an inquiring mind.
Also agree. It's just an over-correction to a problem they were addressing.

I was actually wondering today:
Assume that players successfully explored every planet in existence, renamed every scanned entity and uploaded them all for nanites. The catalogue for all 257 galaxies has been 100% completed.
How much cloud storage space would be needed for the data and how much power would the server centre need to keep it all live so players will always see other peoples discoveries?
There's not enough sand on our planet.
