Hunt for S class autophage scepters with 4 combined slots!
In short, I spent several days persistently farming this kind of sceptres, and came to the conclusion that scepter synthesis terminals are extremely unpredictable things.

You can unexpectedly receive an S class even at the terminal, where for several minutes you only received C and B classes, and there is no logic in this. But if you don't take this S class on the first try, but step aside to save, you may never see this S class again, even using the same parts and the same procedure.

My opinion is that the developers need to change the behavior of the synthesis terminals to be more predictable, since at the moment it is simply random.

The devs love their rng and do this on purpose. Scepters in particular are massively rng but it's a fun minigame until it's not. Very unlikely to change a this point. Any time you want something specific from this game prepare to bleed hours of your life for it.

Unfortunately, I have known this for a long time, and it saddens me. I wish there was more logic in this scepter generation "mini-game", but most likely this is a pipe dream, and in this you are absolutely right.

question, if you got the class to change at the same terminal, what were the steps? did you save and reload? did a certain amount of time have to pass? did you have to leave that area and come back?

I spent about a month full time scepter hunting on one save and had all scepters as MTs. I remember thinking at the time there was a bit of logic but it depended on the items you were swapping out to make a tool. The level of the tool is directly related to the head piece in that system. Everything else revolves around that. The other two pieces effect color and styles but only the head piece sets level. Much better minds than mine have more information. It's been months now and I have almost an entire cargo box of bits and pieces left from that obsessive chase.

Regarding superslots, you can always make a restore point at a SS, level up the staff to see slot locations and reload it if you don't like them. Wouldn't bother with this unless a really good one shows up. It's these little minigames that make NMS fun for some of us, frustrating for others. They have very high damage and great mining so it's worth the hunt if that is your playstyle.

And then there are the other new tools that folks forget even exist...

The OP change ups on levels may be due to changing out head styles. Or not.

Spending hours, weeks or months to get what? You don't need it. To me they look stupid. The quest chain is sort of fun. The reward is very disappointing. Not sure what I'd get. Ending up and ugly staff I trash as fast as I could.

C, B, A or S it wouldn't have mattered they are hideous looking. You don't need what they give you. You could kill anything in the game easily was a C class anything.

But we each play our own game. I might think the things you think are important or even the games you like as trash. This is a sandbox game so in case you need to be reminded once again, YMMV so your opinion is just that.

Unless of course you are signing up to be the new NMS sheriff. The list before you is long and the pay is low and we will ridicule you and give you nothing but grief because we don't much like being told what to do and how to play.

1) get all the heads.
2) find a terminal.
3) try all the head once without quitting the assembly station.
3.1) there's an S class, enjoy.
3.2) there isn't, quit the station and return back to step 3. Repeat until you get an S class head. As soon as you see the S class head you may try out different combinations, but only the head decides the staff's rarity.
