If not, you'll never get it.
It's specifically a Harmonic Camp you need to interact with - the kind found on any dissonant world (except dead worlds) with an Echo Locator obtained from a Dissonance Resonator.
And you also need to be in your spaceship when you warp, not your freighter. A Trace of Metal is not required though.

Don't tell anyone, but I had to look up the correct terminology for the Harmonic Resonators on the Wiki.

You don't have to do A Trace of Metal? Which means you don't need a settlement? Because I'm finally getting around to finding the robots, so in one of my saves I've sworn to grit my teeth and finally finish the $#*@ing Artemis path. I thought I had to do the settlement thing, too, but if I don't, that's very good news. The less directed play that I have to do, the better.
Oh and I also have looked up that exact item, not wanting to misspell the dang thing

1: Complete the Artemis Path
2: Visit a HARMONIC camp and UNLOCK it (you will obtain the Buzz lightyear wings)
3: Jump to ANY system with your SHIP
