To make this milestone easy, simply go to the highest mountain on any planet and make a base there, once you've done so you can start building up using walls. Personally I used the thin walls since they take less material.
Once you've done this, you should get the milestone completed in no time!

A pet creature can be used to get around quickly and sometimes more safely on foot. If the incline is not too steep. Ideally use a crafted exocar if you have one. which is suited for climbing heights quickly especially with the high grip set up. Jump out from the exocar while climbing if it begins to fall back and continue with the jet pack. Also like already suggested, if close to the top, base building can help a player reach a little higher.
EDIT May 31st - Exocraft can be built by collecting salvage data and spending them on exocar blueprints at the Anomaly. The Romer vehicle will need Paraffinium (on Paradise planets), Metal Plating and Ion Batteries to build. Some of these may be purchased or soon into the expedition crafted. Installing the Grip Boost tech in the vehicle will give the exocraft more 'grip' while climbing.
Some high spots in low gravity settings can be useful, as you can jet pack endlessly much higher to go above 1600u. Hot planets or hot storms permit a player to stay airborne much longer than other planets so ideally choose a hot planet to find mountains too. Alternatively with a good supply of life support cells, jump from a player owned freighter or frigate down to 1600u. The Anomaly teleport sometimes lists player bases built high up that can be visited. Building your own staircase on top of a hill can reach the limit needed too. The final expedition rendezvous 5 location has a very mountainous environment to visit.[/spoiler]

Could see it from a distance. I just landed on it and set the current quest to be that goal - and it immediately triggered when I exited my ship.

There's also a dissonant ice planet that has bones on it that has really tall peaks on one of the RP systems, I think it's #2?

Otherwise just fly around from mountain to mountain and try to spot anything higher each time
