The usual ship distribution rules apply. Which means you'll find mostly C-class ships and freighters in star systems with level 1 economies. Pirate star systems have the highest chance of S and A class ships, followed by level 3 economies.
it took me a few minutes to figure out how to pack away all the tech i had on my system Freighter and to then move everything else to the new one but i did it... remember to pack the Matter Transporter last!
this was one time i elected to not move my existing Freighter base, too... the new one had a few things i liked better than the old one... sometimes i wish there was a way to merge bases and to be able to move rooms that conflict with existing ones during the merge but i doubt we'll ever see that... if i had been able to merge existing Freighter base with the new one, that would have given me the Planet Scanner as well as the Stellar mats harvester room which i didn't have access to yet...
Every time it's not S class reload your backup save, rinse and repeat. I think that a manual backup is the only way becouse when you exit the ship it overwrites your save, and the seed is already written. To restore a save before you jump in the system with a new seed the manual backup is the only thing I know.
If you try this in 1 star economy the odds it will be an S class are less than 5%, two and three star economies have better odds, but I think I read in the wiki that in pirate systems the odds are around 20%, so that's where it's worth reloading.

A not-so-recent change behind the scenes means higher-class ships of all* types now have fewer slots overall than lower-class ships. There is also some overlap between grades.
*Exotics and Living Ships excepted, naturally.
