Confused about "Free to Play" in Omega update

In the update notes it says that the game will be "free to play for the first time ever."
Then in a few sections it mentions a single weekend in which it is free to play.

Want some clarification on:
1. Is the Omega update live yet? Did not see a release date mentioned anywhere.
2. Will the game go 100% free at some point this year? Or was that just bait for the weekend event?

It was "play for free for the weekend". Free to test out, but not free to keep.

re exp[edition, start new save or go to new terminal in the anomaly to enter expedition via a present save.

2 Doubt it, it was free for the weekend to attract new players, and it was just the expedition that was free to play.

It literally says "This weekend (Thursday 15th to Monday 19th February) we are allowing everyone, whether you own the game or not, to join the Omega Expedition."

It said that the game was free, so many are assuming that it's permanently free, when it is instead was a free weekend that has ended already.
