If you dismantle certain ship upgrades you get one. (not sure on suit/weapon upgrades) Or buy from other pilots in space stations or when flying about (Object of interest)
The only problem is that in the 'Adrift' expedition there are no NPCs.
Some of the items for sale can add tech to your ship, that can then be destroyed to reclaim the resources. Also finding a crashed ship, technology on the ship may deliver wiring looms if destroyed too. Trade terminals may also be found in some building types on planets too and possibly settlements may also have things to purchase (but I didn't check settlements).
But as already mentioned in earlier posts above, tech can be destroyed to reclaim limited wiring looms. The game catalogue also reveals the ingredients needed to make things. Rare metals can also be reclaimed in small quantities this way, like cadmium and so on, useful for constructing the hyper-drives.
1. goto space station.
2. reach the galactic trade terminal.
3. buy suspicious tech. unpack the tech.
4. install the said tech (x class mods).
5. dismantle the mod, yielding wiring loom and other goodies.
You can also buy suspicious goods, that yield other type of materials.
