No, I think I screwed it up like you said. But after buying the upgrade at the exosuit upgrade unit, I was able to use it again at no cost and it consumed the exosuit upgrade unit.
So if you had gone to an exosuit upgrade terminal you had already paid for the expansion slot from, instead of a 'virgin' terminal, then it wouldn't have cost you anything probably.
If you have the credits its great because it opens multiple slots. If you're short on credits I can see how this is would be vexing.

Actually, I'm pretty sure it's NOT a bug...I just now encountered the exact same situation as OP which is how I ended up in this thread. And if it is a bug, then it's not been fixed obviously. The fact that it has a fully fleshed-out item description leads one to believe it's not truly a bug.
I got it as a reward from a mission agent on space station. My inventory was full when I redeemed the mission rewards, so I'm wondering if that somehow caused it to give me this item instead of just giving me the inventory slot.
Pretty frustrating tho cuz I did this mission because I'm a brand new player with limited units and wanted the free inventory slot, but now it seems like I'm gonna have to pay for it anyways...
The Exosuit Expansion unit is from an Expedition. Which one(s) I forget now, maybe The Blighted? They aren't bugged or at least were not last I used one. When an expedition has ended for the season, the save reverts to a standard save, either Normal or Survival. Unused items appear to remain in the inventory either to be used, deleted or transferred to other players. The leviathan expedition introduced similar items like Memory fragments and other pre-packaged tech items that are installed by clicking or taken to Polo. Fallen Travellers in game now offer the same memory fragments, introduced in the recent Waypoint update.
Exosuit expansion items like cargo bulkheads usually are installed by a similar method. Multi-tool expansion units if you have them are usually installed by interacting with the multi-tool terminal at space stations, similar to the exosuit terminal.
Pirate stations offer unique rewards but I don't know if expansions units are still available outside of expeditions, probably if they were it was only during the Blighted Expedition (and it's so long ago I can't even be certain now on that), and I haven't visited many pirate missions recently to check what is offered as rewards.
Waypoint Update makes expanding inventories in suit or ship easy. It may arguably be a spoiler to learn how, if you are very new to the game but there is plenty of useful information in these threads and in Hello Games very own Waypoint patch notes[www.nomanssky.com] that explain.
However, here’s what has changed since the 4.0 release: on ALL my new saves the first Exosuit upgrade is FREE (zero cost). Thus you could then use a mission reward expansion, for free.

1. 99% sure it's not a bug. It very much seems designed to let you collect them for a big upgrade session, or to give them out to others in the Anomaly assuming your own inventory storage was maxed out.

Just FYI, you never had to pay for anything. You don't HAVE to use a NEW upgrade terminal.
You could instead do one of two things:
a) travel back to a system where you'd already purchased a suit upgrade and use the upgrades there. The machine WILL light up for you again.
b) travel to any planet and find an exosuit upgrade (with or without a map, doesn't matter) and repair it. Not only will you get the original one for free but you'll also be able to use the upgrade you have in your bag.
