But it doesnt really matters really.... nowaday it's the SC slots layout and type that matters... sink the time you would spent searchin for an S-class into farming nanites to upgrade any other good one you might find (Atlantide, staff, senitnel).
Other than that, all 3 best types are freakin easy to get by.... atlantide rifles are at every alien monoliths in korvax systems (they cost nanites tho), sentinels are in dissonant encampements, staves come from autophage camps.....
I didnt even know there were didnt tiered systems
This, right there is the correct answer.
I found a C class sentinel ship. Before scrapping i decided to see the SC layout. Upgraded with 75k/85k nanites: result = 4 square SC slots. The best layout possible: this ship's base rating is lower (on every score) than another exotic i have, but with the sc layout you can imagine the damage numbers.
Find a good MT. Upgrade with nanites to see the SC slots - bad? reload save. A great alternative is to find A-class tools with a decent layout and upgrade it. Nanites are the easiest thing to find in game.
All systems have an economic level one star, two star, and three star. You can find this on the system information. There will also be a flavor text like "booming". The higher the economy level the the higher the chances of S class ships and tools.

For this outlaw systems have the highest spawn chances with 5%, which is stil very low.

With a trade-off. Maybe enlighten the player of the the behavioral and technical differences of seeking an S class anything in an Outlaw system. I get that this thought may not cross a file editor's mind as nothing matters at that point ... but a new/vanilla player may like to know what that trade-off is. I assume you know the differences besides probability.
@OP ... I am not sure I even believe you.
I had saves like that. I've had them where every time I see one it seems to be and S and a S alien at that.
The RNG Gods are a nasty lot in this game. At least now you can always have a S class ship you like without working at it at all.
I've had that as well. I've had on the started world. I ran over the hill to scan an animal and there was a crashed ship. And it was a S class. "Really?" Was all I could say. I don't even have my started ship repaired and I had an S class ship. It was a cool looking Fighter as well.
