"Clearance not granted" but have highest standing
..and all highest ranks achieved. So what do i have to do to be able to use a portal from or to a pirate base ?

You should be able to see and use all tabs.
You should be able to teleport to your bases(including settlement) and other outlaw systems.

This could be a mission related temporary lockdown. You said you have the highest standing, but did you finish the mission "under a rebel star"?

You can only teleport to them from other pirate systems; not in "regulated" space.

I visited many pirate systems, but have no option to visit them via portal, not from a pirate station and not from a normal station.

Heretic outposts allow transit to other heretic outposts, settlements (and planetary bases?) exclusively. If you want to go anywhere else you'll need to either add a step to your itinerary (pirate -> settlement -> not-pirate) or else use your ship's warp drive as per usual.

In a similar vein, regulated stations will not permit travel to heretic outposts. Direct access to (or via) your freighter is contingent on whether it is in a deregulated system or not.

Also: setting foot in a space station is what adds it to the list of possible destinations.

If you never landed there in the first place... you won't have an easy way to go back.

To elaborate on that point: One does have to literally "set foot" in the station. IOW, disembark your ship.

If one "just" lands in a new not-previously-visited station; and then takes-off, without having exited the spaceship in between the landing and subsequent take off - then the station won't "register" onto that destination list.

So be sure to exit the ship (not just land it). :)

Well i set foot on many pirate stations, to get missions, but i really looked in the portal overview of targets, i am restricted to every other portal. To my freighter, my settlement, other pirate outposts and regular stations anyway.
It's like the portal is not there.

I'm not sure I understand. Did the listing disappear? Is it not being added? Are you trying to find the space station you are currently standing in? (Not a serious suggestion)

If it's the first one you should be aware that there's only so much space on the board; stations start to drop off the end of the list once you've visited more than 70 of them.

Please, tell me if I'm barking up the wrong tree here.

Thank you Unarmed Bandit for the clear explanation. I had the same problem and am using my settlement as an in between-step of teleportation.

That sounds about right. Now, if you call your freighter into that same pirate system you land in the station - you can teleport back and forth between your freighter and the space station in that system, and you'll have a couple of other options from your freighter, but that's it. The Pirate stations are extremely limited.

You will find that occasionally, you will be able to teleport to other Pirate stations that are on the same network, but everywhere else is going to be closed off to you and most often it's practically anywhere... it's the whole point of the Pirate system. You are off the grid. You are smuggling and/or acting as an outlaw so it doesn't matter how high your standing is with anyone. Just warp to the nearest normal system and you'll be able to warp or teleport to anywhere you want.

Doesn't that make sense?

Ty, that was it ! Have to add the outlaw mission is problematic, some steps are not explained, there are threads in the internet about this, so if someone reads this and is stuck with the rebel mission too, try google.

I felt a little ripped off when I brought my brand new pirate freighter into a pirate system and still couldn't teleport between my freighter and station XD

I am having a strange issue where I can port to *some* pirate stations to other pirate stations, but not all of them. Not sure what is going on with this, but it only started being an issue with this latest update.
