Until or unless they give us the ability to remove such things in game, I think that's probably the only way you're going to fix that.
Just, again, be sure to back up your saves before messing with the save editor, first.

He stated that it won't let him remove it, so it has to be the normal mining beam.
My guess is that the Mining Beam and the Runic whatever it's called are not seen as the same thing by the game when it comes to detecting you already have a mining beam on the tool, lol. Probably just a missing flag or something that should have been there to prevent this very thing.

Personally I think they should let us remove all tech off of a tool.
"Why would you wanna remove the mining beam?" one might ask.
Simple: If you want a pure weapon, that is only a weapon and nothing else, for example you want a Pulse Spitter and a Paralyze Mortar (or whatever it's called) on this weapon, and you like to swap between the two quickly, you don't want a third option getting in the way when you're swapping between weapons, so it'd be nice to remove the mining laser from that tool to do that.
It's the same reason I uninstalled that one weapon from the Starborn Runner that I had no plans of using, because I don't want extra weapons in the cycle list that I have to cycle through in the middle of battle.
Really, though? I wish they'd let us hotkey weapons to 1, 2, 3, 4, etc assuming they don't already...

The Runic Lens/Hijacked Laser takes Mining Beam Upgrades the same as the Mining Beam does, so there's no real reason to want one over the other.
You don't have to though.
i dont know if its better or not since i already added it, but you cant select it and it doesnt use its power, just stays at 100%. it would be cool if it added extra power.
i cant remove it, without editing my save file.. so i guess ill deal with it.
As was mentioned to you ... it was a good mistake. Currently pairing that mining beam with the Runic Lens/Hijacked laser makes mining better. So your "error" was a positive error for the better.
So yes it is a keeper. Most tools have more than enough room to spare ... so now you have a super mining beam that can only get better with mining beam upgrades. All I know is the first thing I do when getting a weapons with a Runic lens or Hijacked laser is to install a regular mining beam next to it.
Sure there is a case to be made for a weapon with no mining tech if it were possible. I would not mind having a pure weapon, but they all come mining capability. To each there own, but you only need 1 weapon installed and upgraded to taste. While it is cool we can carry 6 tools ... I will never understand the point beyond room for scrapping, vanity, and/or so we are less likely to swap a tool on accident?
I mean, swapping between modes on the same tool.
Let's say you like going for a Neutron Cannon and a Paralyze Mortar, so that you can stun enemies and then blast them. Certain weapons are better at some situations than others, scatter blasters are great for drones, but not so great for a walker where you might wanna keep your distance, for example.
You get into combat and you cycle through modes on your tool, having to skip the Mining Beam is an extra button press that can be annoying in combat, especially if you don't realize you accidentally selected the mining beam when you're trying to stun a group of small fry while you have a walker trying to stomp on you.
So, it'd be REALLY nice if we could remove the mining beam.
Also, the opposite is true, sometimes while I'm exploring I hate having to go through 4-5 modes... Mining Beam, Terrain Manipulator, 1-2 weapons... to get to what I want. It can be annoying at times.
another one i tried was the Cloak because, again, i didn't recognize the Runic Lens also handled the cloak... however in this case, i think the game wouldn't allow me to install it but it has bee several weeks since then...
i did the same thing with one of the star ships, too... i forget which one and what tech it was that i installed but yeah, same situation...
